I use a good primer, setting powder, & setting spray to keep my makeup in place on hot days. I'd also carry around blotting sheets & extra powder with you if you begin to look too shiny/oily :p

Just do your eyes and maybe apply some bob cream with SPF and a little bit of powder.

I skip any primer as they are just full of silicones and are basically just oil that sit on top of the skin to make foundation apply more smoothly. They're better for dry or normal skin but if it's hot and humid, I'd avoid them on the face all together.
I'd use milk of magnesia as a primer and then use corn starch as a translucent setting powder. I'd use a powder puff and pat on the cornstarch then leave the powder on for a few minutes and dust off the excess with a powder brush.
Some companies add corn starch to powders but then they use a bunch of fillers, and things like silicones or other things that cause a white cast and plain cornstarch just doesn't have that so it works great.
Also try a spray like Urban Decays as it's meant to make the makeup last longer unlike other sprays that are just meant to "refresh" your makeup

Coming from someone who goes between dry climate to an extremely tropic like humid climate. I usually just wear BB Cream with SPF in it and smudge proof mascara for high humidity, as for dry climate. I usually go for a little more defined look by applying Stila smudge stick in kitten onto my lids (maybelline 24hr tattoo pots are good dupes), mascara and occasionally cream blush.
Always carry blotting papers or a compact powder for touch up on sweaty areas if you're prone to shiny skin or overly oily t zones.
