If you need one just for the lash lines Milani liquifi is amazing! It's the blackest black I've used and budge proof. I've yet to find something truly waterproof though. Tarte makes great gel eyeliners.

Don't get Milani if you wear contacts, It is the worst eyeliner for contact wearers ever. Right now I'm using NYX jumbo pencil in black bean and it works very well
