There are multiple things you can do. Highlight your cupids bow, plumping lipgloss, use a lip pencil to draw what shape you want then fill in, a dab of gloss in the center will help give the illusion on pouty lips :)

Line your lips and make that effect. Usually people go over their actual lips to achieve that look.

•Highlight and contour your lips (if you don't know how google it)
•A smear if lipgloss is the middle of your lips
•Plumping lipgloss...there are some really good ones (even drugstore)

•Like Aly said you can always use a lip liner and go a little off your lips.
