Not sure about dupes but there's quite a few liquid lipsticks with matte finishes..

Kat Von D Everlasting Love Liquid Lipstick, Stila Liquid Lipstick, and MUFE Aqua Rouge are all great dupes, if not, BETTER than the OCC Lip Tars. Especially the MUFE Aqua Rouge cus THEY DONT COME OFF! They give a whole new meaning to the term "lip stain" lol.
