I know garters have been a tradition in some weddings, the groom would remove the garter after the ceremony before cutting the cake. The weddings I've been to they removed it with their teeth, but I'm not sure that is a required thing lol.
I believe it's like bracelets or necklaces. No purpose, just to look pretty.
Also if you have room to hang them in your closet, that's where I'd put lingerie. I'd hate for them to get wrinkled or crushed in a draw. But if you have drawers just for them then they should be fine.

Garters were actually first made to stop stockings from slipping and falling down (I googled it because I was curious :P)
I also agree with Alyx, if you can hang them up or keep a separate drawer for them.

@Becky, those are what garter belts are for :p like the one that goes around you hips & then has the 4 straps.

I used to collect corsets and I would either lie them flat in dust bags or hang them on skirt hangers (with the clips), or just throw the laces over the bar of a normal hanger and let it hang.
For my petticoats, I never really found a good way to store them. Any crinoline petticoats, I just hung in my closet on skirt hangers. Hoop skirts I kept on dress forms, on display since they were large and cumbersome making them very difficult to find storage for.

@Harlyn, what's the difference between a garter belt & a garter then? xD I've never seen just a garter that is able to hold up a stocking :s then again I've never looked for traditional "old school" lingerie before. tho I do own a garter belt :p I think? I guess I could be wrong.

A garter was originally meant to hold up stockings before garter belts were around and before stockings had stretch and rubber to grip and stay up on their own.
