Try Maybelline Expertwear quad in Charcoal Smokes
Apply the lid color all over the lid and a mixture of the crease and the liner colors in the crease. Then take the liner color and focus it in the outer corner.
Use Inglot AMC Pure Pigment in #35
Apply to the lid making sure to avoid the crease and outer corner. You may need additional primer, glitter glue, or mac's fix+ to make sure the pigment stays on the lid.
Redefine the crease and outer corner of the eye with the same shadows as before.
Try Maybelline Eye Studio Lasting Drama Gel in Black or ingot's gel liner in #77, or MAC's Black Track Fluidline.
Apply to the lash line and create a dramatic wing.
Apply gel liner to bottom waterline and smoke out with the liner color in the Charcoal smokes quad towards the outer two thirds of the eye, and apply the crease color to the inner third of the eye.
Use a pair of lashes that wing outwards like MAC's 36's for something less dramatic or the #34's for more drama. Or just a pair of revlon lashes.
Revlon sells a good quality lash glue with a handy applicator, MAC also carries duo.
Apply lashes.
That should give you a similar eye look to the one that's in the picture. Although, Inglot's #35 pigment has a slight purple quality to it. If you want something more silver you could try Inglot's #23 pigment.
I don't know what occasion this look is for but it looks stunning, and if it turns out that way you want it to you should post a picture on this board.
