I've actually been doing a "Budget Brows" series on my blog... I'd say my favorite brow kit would be Milani's Brow Fix Brow Kit... honestly, I can't say anything negative about it. It performs as well as or better any high end brow product I've tried.

The Anastasia brand at sephora, its specialized for brows! I have curly brows and the brow gel does miracles! Today I purchased the pencil and it works well too!

The Milani doesn't have stencils, but it does have three mini tools (they're not great, but they're usable in a pinch)... The brown in the Light kit doesn't have red tones :)

Best brow kit hands down in the $3 one from elf. I LOVE it. I cannot do my brows without it. I even love the brush!! I left the brush at home when I visited my boyfriend this past weekend and made a trip to sephora to pick up another angled brow brush but it was NOT the same. Everything about this kit just screams amazing. I've purchased soooo many, too, and I usually don't do that! They last a really good while too. I've been usin this one for about 6-7 months now and I just hit pan on the powder. Amazing- HIGHLY recommend!!!
