Hmm that looks like a baked eyeshadow. The lips were highlighted all along the upper lip, and there is some contour, maybe bronzer. The brows are filled in with a pencil lightly, and she's wearing falsies. The nose and cheekbones are highlighted. There's lipstick, then a bit of lip gloss at the center only.
Sorry I can't help with brands and shades :(

Yeah it looks like a baked eyeshadow in a champagne color, flash. On the lips it looks like a sort of sheer pink color and I agree with Breeze that she did some countoutor to the upper lip :)

I love foil technique finishes.You have to try it.You can actually get the same look with any shadow you just need a tad of a mixing medium.
