You can apply concealer before or after foundation, its a preference thing
And yes, some people use a concealer lighter than their skin to highlight with

After! Foundation should have some sort of coverage in it, so the foundation will cover some spots on its own. Then afterwards you can hide the darker spots with concealer. If you conceal before, then you might end up wasting product. Of course you can use concealer to highlight (just go a couple shades lighter than your skin) and contour (go a couple shades darker). Example below

Whenn you use a light concealor just make sure that cover your undereye circle withhh a concelor of your shade or extra foundation otherwise your undereye will seem a bit grey-y
andddd don't use the light concealor to concealor urrr spots
I mean I use a light forrr darker scars but a bit to make the colour evenn but never on spots

AFTER, if you put it on before, you will blend it with your foundation and make your whole face look cakey, rather than you using it where you need it, so the concealer stays where you want it- on dark spots, under your eyes, zits, etc.
