I would try the dipbrow pomade! I love it SO much. Doesn't move! It's waterproof and smudge proof too.

I would use an eyebrow brush. You know, the brush that looks like mascara but it's for your brows. You can get them at benefit.

I recommend Brow Wiz or Dipbrow from Anastasia Beverly Hills. You will need an angled eyeliner brush and a spool brush.

I would get a brow gel that has color since you can brush on some color on individual hairs rather than just on the skin which is what you'd do with the dip brow. That stuff is better for filling in, it's easy to end up with marker brows since it's hard to get it just on the hairs

I think Dipbrow works great if you have browns or don't. I can make mine look really natural or really dramatic. I just prefer it over powders because it always made my brows looked caked on or too powdery. I think using a brow pencil like Brow Wiz would work for you too.
