So, when you're thinking about hazel eyes, pick the color you want to bring out in them, and then apply the colors opposite on the color wheel. For example, if you want them to look green, any sort of red, orange or bronze will work, as well as any kind of reddish purple or eggplant shades. To bring out the brown, true purples and blues will work, as will greens, silvers, golden shades etc. I also happen to have hazel eyes, and would be happy to share with you some color combinations that I like for my eyes.
In terms of actually learning how to apply things...with eyeliner, start with a pencil, make sure it's sharp, and then just sit and apply it. The sharper the point, the finer the line. If at any point you can see skin between your eyelashes and your eyeliner, go back and fill in the gap. I personally love the Urban Decay and Marc Jacobs eyeliners. As for eyeshadow...just experiment. I started wearing makeup before youtube beauty videos were a thing, so I sort of learned by experimenting and seeing how I liked to wear things. I recommend that over youtube, as it's the fastest way to learn what you actually like and what works for you.
