Well if she wants to keep it natural, I'd just say some BB cream or tinted moisturizer, a little bit of blush, mascara and maybe a little bit of eye shadow on the lid and in the crease

If she has nice skin I'd say skip the skin stuff, maybe buy her tinted lip glosses, brown eyeliner or light eyeshadows (champagne/light brown/peach colors) and mascara :)

BB or tinted moisturiser definitely one that has spf, blush in a soft shade or even with shimmer in it and lip gloss with a bit more colour or lipstick with a bit of sheer not to look ott.

I'm 16. Lol sorry but I just wanted to say that. Anyways, wet n wild mega liner is a great eyeliner for the upper lash line. Some mascara, she can try eyeshadow if she wants maybe try Almay eyeshadow trios.

For a 16 year old girl just starting to wear makeup I would advise starting out with neutral colors. Keep it light at first and then slowly venture into colors that will make her eyes pop. For brown eyes you can wear almost anything. For blue eyes you can never go wrong with brown and blue even looks nice but sometimes blue makeup with blue eyes is a little too much in my opinion. For green eyes purple is a really nice color along with grey and green too but green makeup and green eyes can also sometimes be a bit much just like the blue. And if she wants to wear foundation of any kind my advice to you is to get her products made by bare minerals...it is easy on skin and doesn't easily irritate or cause breakouts. :) hope this helps.

I'd say mascara, super simple eyeshadow, minimal eyeliner, and lipstick/gloss. She's at a delicate age as far as skin goes and the last thing you'd want is for her to start applying face makeup (BB/CC cream, foundation, blush, etc) and have it trigger a breakout.

I think 16 is a good age to experiment with bigger and bolder things. If she's new to makeup, buy her the basics. Liquid/gel eyeliner, pencil liner, maybe a neutral palette, bb cream or foundation, perhaps a pencil for brows, and maybe a few bright coloured quads or palettes.

Everyones saying to get foundation and skin things but honestly I think if her skin looks fine, like Mallory said it would cause unnecessary breakouts and might make her self conscious, which will make her wear more :/ I'd say buy anything other than face things

I wouldn't recommend foundation if she has good skin. I'm 21 and I don't even use foundation because I don't need it. Get a tinted moisturizer (NARS makes a wonderful one), if she's on fairer side of the color scale (or at least not me) and Asian BB cream would be another good option as they tend to have loads of skin benefits (sasa.com and Amazon sells them - look at brands like Missha, skin 79, and étude house).

For eyes I would keep it simple, a non waterproof mascara (Tarte makes my favorite, but I hear good things about L'Oreal) , black gel (Tarte, Maybelline, Wet n Wild, or Urban Decay) or pen eyeliner (Stila or Urban Decay).

Lips I say colored lip gloss would be really good. Bite has the Deconstructed Lip Set which is supposed to be awesome , Urban Decay also has a few nice ones. But I wouldn't do lipstick at all.

For eyeshadows a nice neutral palette (Coastal Scents Warm Palette for example) or a custom quad (From UD or MAC) may be good to.

I'm 16, I wear a tinted moisturiser, a natural eyebrow pencil, thin line of black or brown liner on top of my eyelid, and black mascara.
I use Natural Collection tinted moisturiser (its very sheer, yet buildable), No7 black eyeliner (lasts forever, easy to handle), Rimmel London 100% Waterproof mascara (been using it religiously for years, lasts ages and would definitely recommend as a first mascara).

Well, I for one say let her decide based on her look. If she's more inclined to a natural look get her some neutral palettes and a light BB Cream. If she's into a little more wild style, let her in gently. Do not give her black lipstick as her first shade. Reds and pinks are good. Be real careful with glittery eyeshadow. If you're going to school with that it can look bad. A little is fine, at the creases is good, but get a similar matte or satin finish eyeshadow. Got purple glitter, get purple shadow. I'd let her use drugstore makeup before giving her something ridiculous for her age (department store makeup and really fancy brands). And tools, for the love of god get her good tools.

Bb cream is lightweight and minimal coverage which has spf:) maybelline bouncy blush :) and maybelline colossal mascara and babylips:)
