Try doing push lining... I use black eye shadow and a push liner brush and push the shadow in my lashes...it doesn't smear.

It's most likely the eyeliner you're using. Pencil liner has shortest stay put time but if you apply eye shadow on top it lengthens the time. Have you thought of using gel or liquid liner? There are some great choices?

Try using a gel based eye liner. it doesn't smudge :)

I tried smash box liquid liner pen and once it sets, that stuff stays put. I too had the same problem. You can also try tightlining
