If you're asking about appearance wise - they are slightly similar. ( Technically they are not related as oily skin has to do with sebum production. )

Dewy is more of a healthy glow, oily looks well.. Oily and gross I guess ahha :p.

Dewy is like more toned down version of oily and more on the areas where oil isn't produced as much. Like the cheekbones and such. I disagree with "if you have oily skin, dewy/luminous won't work for you" it's definitely achieved just have to use a good oil control moisturizer and primer

It's quite common in Asia with BB cream being aimed to giving the dewy sort of luminous look

They have BB creams one of which is the Skin 79 orange label and I've used it. It controls oils while giving the skin that slight dewiness. I don't know how it does it but it does. I had some product on a disk and at the end of the day noticed it didn't actually dry up. It stayed quite moist. That's how it is on the face yet it doesn't feel greasy or heavy at all. Didn't feel like I had makeup on and didn't melt off with my oily skin

Oh and exfoliating you skin can help. Exfoliation gets rid of dead skin cells and can sort of make the skin reflect light a tad.
