I say 2 because it has more color options but I've never used that brand I have a elf pallet and I really like it but its a colorful one not just neutrals

I honestly would say get the one you would mostly benefit from I understand colors are the thing that we get drawn too but what is truly beneficial for you and that is what counts and makes the purchase worth it.I have the second elf palette you posted and that is something I personally use for my makeup effects it's the (back burner palette)but comes in handy when need be and it's ok for a starter palette for those who want both neutral and color.If that's something you want I say go for the combo Elf Palette. :)

I love the e.l.f. 144 bright palette! I use it all the time. Every color is pigmented and easy to apply. I use them over NYX jumbo pencil in "Milk" and they are super bright.
