I might Sounds stupid But I though pigments are suppose to be used on the eyes? What is the risk of doing so?

They aren't FDA approved in the states. There's a red pigment (I don't remember which one, but it's the brightest) that can sometimes be irritating when on the eyes. The MUFE flash pallet has the same thing, the red and coral are not to be used on the eyes. It's just a precaution, not everybody reacts, but some people do and they have to put a warning. The color pigment is FDA approved in many countries in Europe and elsewhere, and even here in Canada. But in the us it is not FDA approved yet. I have sensitive eyes and the red pigment in my flash pallet does not irritate my eyes, but on others they get puffy, red eyed and swollen for a few days after.
If you still want the pallet, buy it and test the certain colors by using it as an eyeliner, wear it around the house for a few hours and see if it bothers you. If it does, you can always return it or use those colors in other ways. Also some people react only if it's near the eyes (like eyeliner placement) but using it in the crease it doesn't bother them.

The risk isn't really anything, it's just irritation. So your eyes get red and swollen similar to allergies.

Pigment just means color/color intensity. Pigments are used in all makeup I believe. All eyeshadow, blushes, ect are pigments whether they've been pressed or not (loose pigments). It's just some colors/ingredients are suppose to be used on certain areas of the face.
