Are you supposed to use liquid then powder to set it? Or one or the other?

Yes liquid then powder to set the foundation. But then there's powder foundations where you don't use a setting powder over it because it will appear cakey

Or you could use bb cream with matte powder.

You can set your liquid with a powder foundation if you need REALLY high coverage, but it gets really cakey really quick.

Depending on the foundation and your skin you might not even have to set it with a powder.
