Generally, in terms of coverage....
Cream foundations > liquid foundations > tinted moisturizers and BB creams* > powder foundations (including mineral).
IMO, the "best" foundation is the one that works best for you, and that is subjective to so many things. There is no universal "best" foundation out there.

I used to use Mac studio fix and swear by it.. gave an awesome coverage.. but for the last 6 months I've been using bare minerals.. although it's a lot lighter, it gives fab coverage and feels like you've got nothing on your face and the best thing about it is, it allows your skin to breathe :)
