Best pencil eyeliner?

Usually I either wear black or white eyeliner on my water line, but by the end of the day it would have faded a lot. I need a eyeliner that will last all day on my water line, any suggestions? :* xxxxx

It may not necessarily be the actual liner that you need to change. I would try coating the liner with the same color eyeshadow on top to set it. It last me all day since I've started doing that. :)
