It depends on the person. I've seen 14 year olds who do their make up way better then me and it looks so good.
but I've seen 14 year olds try and its just like no.

I think as long as you don't over do the amount of eyeliner and make it so you have the look of a clown then yes. But to be honest it really depends on how mature the 14 year old is.

As long as you know what you're doing, no. I wear that much and I'm thirteen, but I practice a lot.

They do at my school. I think it's fine. when I was 14 I had more than just bold eyeliner on.
