It could be so much: family biology, allergic reactions, really bad soap, over washing your face, too much dry heat, using makeup products that dry you out. There are so many ways you can or could get dry skin!

It may have to do with a product you're using that causes your skin to dry out or it could be genetics that cause the skin to not produce natural oils on the face. Just exfoliate as it removes that dry/dead skin and allows the moisturizer to work better. Definitely get one with glycerin as I find it really helps to moisturize. Also use a silicone based primer like the smashbox gel one or the chafing gel that everyone seems to like :)
