I love the way darker colors & browns look on a blue eye. Doing a nice smokey eye will guarantee to make your eyes the main focus of your face.

You may be doing something wrong. Smokey eyes should show up on pretty much every one considering rather dark colors are used. What products did you try?

Try doing a black eyeliner on the inside of your lower eyelid. Paired with mascara, it gives blue eyes a nice pop.

Make sure to use gel eyeliner so it doesn't damage your eyes:)

Also lighter pinks and browns make blue eyes pop.

Try a copper and cold look. Orange makes blue stand out (and since I'm not a fan of orange eyeshadow-gold and copper are the next best thing)

browns and golds make blue eyes pop. Try putting the tiniest bit of silver shadow in your inner corners too....it always works for me :) Also Max Factor have a tonal eye brightening mascara in three shades

According to the color wheel (I love using color theory) orange, copper, corals, even golds will make your eyes pop. MACs expensive pink is phenomenal. I always use it on my blue eyed brides.

Anything with orange, pink, red tones. I have blue grey eyes and I like to go for warm browns if I'm going more neutral and coppers, golds and purples if I want a more dramatic look. Andrea is right, a smokey eye will definitely work, maybe the products you are using aren't working for you or perhaps there is something in the application that you are doing wrong.
