Well always use proportions. Draw up from the edge of the eye and then connect it to the top of the eye. It's pretty hard to describe over text - they have tons of how to eyeliner videos on YouTube.

Steady hands! Use a spoon (there's tutorials on YouTube) if you have to! You can put a small dot on both sides where you want it to end and draw the out line of the wing before you color it end! It's easier to wipe off! Here's a helpful tutorial.
