Get the spot wet then put conditioner on it and slide it out.

Is it a clip? If the conditioner doesn't work maybe try olive or coconut oil.

What ever you do, do NOT make the area wet. It'll only tangle your hair more, and being wet, it'll be prone the more damage and breakage. It's probably stuck on the clips. Try gentle pulling on small sections. Try coconut oil, its slicks everything right up.
