I know there's definitely a better way, but how I've done it is first, you go crazy with hairspray. Then I used a conair about two inch ceramic iron, lightly held it on for not too long on big sections of hair, and sprayed it again after. I also achieved it (easier in my opinion, I'm not as good with irons with the clip that holds your hair) with my remington curling wand. I also used very big sections there and left the heat on 358. :) x

I do two twisted buns on the top of my ears like princess..uh something from Star Wars? You know what I mean? Well you take the hair section and twist it around and then make a bun out of it and use a hair tie to keep it up and/or bobby pins and sleep it and in the morning. Viola

I know many people who get curls like that using a wand :) just grab bigger sections of hair and brush out if needed to. Or you can try a curling iron with a bigger barrel

She has layers so when you curl it makes it look that way. butyou can use a wand or regular curling iron & when your done curling it, get a brush and from the ends of your hair tease it up.. not a lot but just enough. (-;

I have heated hair clips that give that identical look. Ya just roll hair around your finger and clip. They are much better for your hair than a flat iron or curling iron. If you do go that route, some peeps swear by their curling wand.

Just do pin curls only use big sections. Do it when your hair is damp.

I would do it with a wand but a wand with a bigger barrel! Using the usual 1-1/2 inch one usually won't create that

Another tip, only curl the bottom section of your hair on the bottom half. As in, not all the way at the root. That way out keeps the length and makes it look like there are more layers even if there are not.
