Putting eyeliner on the waterline tends to close off the eye more and make it appear smaller. some girls don't like that effect. putting it on top.and especially on the outer 1/2 makes the eyes appear larger. so whatever you prefer really. Also liner on the waterline does have the tendency to smudge unless you have a very waterproof liner.

Try both, thats what I do then in the corner bring it out some it makes you give a pop effect for your eye color. Especially if you use black

What about a darker color on the eyelid, then something pale and shimmery on the waterline? I do this with a sheer silver pencil or with the Nyx silky cashmere on the waterline with your favorite darker liner on the lids and just love the look.
You look great with it on the lids in your photo!
