I have oily lids as well and I use Bobbi Brown gel liner. It doesn't fade on me nor flake. Doesn't budge till I'm ready to take it off.

Here is a link to a blog insert by a makeup artist... I love the points she makes, and she gives a few different really great options as to what liner to choose for oily lids... Personally, my favorites consist of the following:
- Urban Decay 24/7 Glide-on Liners: I love these liners because they have incredible staying power, and as soon as it hits your eyelid there is no smudging it, regardless of how oily your eyelids may be... They are my holygrail liners.
- Maybelline Gel Liner: I love that this liner comes in a "smudge pot" container! It is a super reliable product, with good staying power, and great color value! It helps that it is easy on my wallet too! LOL
- Elf Waterproof Eyeliner Pen: This isn't a gel liner, it is a liquid but I use these very often. They draw very defined straight lines with ease. They last all day, and are WATERPROOF!! I have oily lids and these are fabulous liners for it. They don't smudge, or leave a shadow when then you blink and your eye hits above your crease. They are super affordable too!
