I would say eye make up. Foundation is cool but very plain. The eye make up is what will give you a nice awake look :)

I mainly focus on my eye area, but I don't really have a face where it's necessary for me to wear foundation everyday, so you can say I'm sorta biased. But I like using foundation when I'm trying to achieve a look where I have flawless skin & minimal eye makeup and/or bold lips.

For me, it's the eye makeup. The first thing that people would notice: the peepers. [Well, that's what I believe in ;D)
Still, concealing the little flaws on the rest of the face is just as essential.. :)

usually ill focus on one or the other. clearly ill do foundation anyway, but if i do a simple eyelook i'll focus on contouring more and making my face look almost flawless (well...attempting. nobody is flawless) but if i just want to put on foundation then i'll do something really nice with eyes. it depends on the person honestly.

i didn't answer, but i wanted to say face makeup. because when i do come to doing my eye makeup, if i don't do my face.. the canvas just looks unfinished.

My face is more important to me because I have a lot of redness and acne scars. I need to have a smooth flawless face in order for my eye makeup to look good.
Imagine someone with their face not done (uneven skin tone, dark circles, acne, etc) but their eyes are all pretty...it just won't look good not matter HOW good the eye makeup is. But someone who has their foundation and what not done with no eye makeup (okay at least mascara/eyeliner) can still look good IMO. =)

I think the face is the most important. It's the canvas! You need to have a nice, smooth, clear canvas to do your work on.

It really depends on your skin condition. For people with blotchy skin.. eye make up really doesn't help the matter. If you are lucky and have a pretty smooth even complexion then.. well.. geeze, enjoy it and skip the foundation! ;P

if i am trying to cut makeup time in half I will do a little of each: concealer, contour, brows, highlight (inner corner, under brows too) black liner (tight-lined, & inner rim) mascara & some gloss or lipstick or whatever the heck i have in my bag - i would say i am 50/50

While I think a little bit of eye makeup could be done without face makeup [little bit of eyeliner on the waterline and mascara], I have to go with face. The more dramatic you get, the more face makeup is important for a nice base.
