Lately, use ELF's $1 primer & it works pretty well. As a base I usually use NYX's jumbo pencil in milk. Just got to make sure you dont put much of the jumbo pencil cuz it'll crease if you dont blend it well.

There are several eyeshadow primers on the market: UDPP, Too Faced Shadow Insurance, Stila Prime Pot, NARS Smudge Proof Eyeshadow Base, Palladio Eyeshadow Primer, NYX HD or Primer Pots, e.l.f.'s got a couple, Tarte has one,... You have a lot to choose from.

You have to use a primer in order to make your eyeshadow last all day. I used to work 14 hours days serving in restaurants and my eyeshadow never melted. LAsplash Splashproof sealer works great on loose pigments and loose eyeshadows. With the base the colors show up a lot more vibrant than even using the most pigmented eyeshadow. NYX cosmetics, MAC and LAsplash all make loose pigments and shadows. If you still wish to use regular eyeshadow with a regular eyeshadow primer and you are still having issues, then you should definitely set the eyeshadow with loose translucent powder. Ben Nye makes a great inexpensive one.

I've tried both UD Primer Potion and Two Faced Shadow Insurance. My money goes to Two Faced. I had one tube last TWO freaking years. You don't need much, hence why it lasts forever.
