Okay, so this might be a tough order to fill, but I'm looking for a toner that is:
-natural or mostly natural (doesn't have to be all natural, I just want something that is mostly naturally derived)
-alcohol free
-not for dry skin (it can be for oily skin or combination skin or normal skin, just not for dry skin)
-under $15, preferably under $12.
Any help? Thanks!

you can use witchhazel, and it can be found at any drugstore. Just mix one part wichhazel and one part water.

Personally I love the toners from the burt's bees line, but I THINK might have alcohol in them. And they range from $10 - $12 which is in your range.. You might just want to check them out but I have had great luck with them and I have oily, sometimes sensitive skin!

Boots is alcohol free from their organic line. The only one that doesn't have witch hazel (which is still alcohol), or alcohol is the brightening toner. $6.99 at target.

Thayer's Rosewater Witchazel. It's formulated w/o alcohol, and it's around $10 or so... =)

Try Lush Toner Tablets if you want something really natural or Simple Kind To Skin Soothing Facial Toner (I'm using the Simple one and I have sensitive skin and it's doesn't irritate my skin). Hope this helps a little!

I definitely agree with the witch hazel, and I heard that Rosewater with Glycerin is a good natural alternative.
