a lot of people on youtube have a really nice layout, always outside of what youtube gives you the ability to...do you have to be a partner to be able to do that or is there a way you can do it without being a youtube partner?

Depends on what you want. You can change the background and color scheme without being a partner but if you want banners and stuff then you have become a partner.

You have to be a Youtube Partner to have a banner at the top and a photo on the side. Anyone can change their background and page colors though.
