I'm a big fan of Illamasqua's Skin Base - it mimics the Asian beauty balm creams. It does a nice job of coverage without looking masklike.
Generally, I look for foundations that I can break down with another product, like Mac Fix+ for a sheerer application. Foundations formulated without parabens are a bonus, as are those with sunscreen.

My stand-up favorite is MUFE's HD foundation... my criteria goes as follows:
1.) Must not rub off on clothes, boyfriend or whatever else I come in contact w/
2.) It has to have a dewey/semi-matte finish. I want dimension to my face
3.) Medium coverage... I want to enhance what I have, not cover it
4.) Texture must remain consistent with wear: can't turn cakey mid-day
5.) Minimal oxidization
6.) Can NOT break me out
7.) Reasonably priced, but not outrageously expensive
8.) Good packaging, preferably a pump dispenser for hygeine
9.) Can be layered for more coverage
10.) Long wearing

To me, the perfect foundation would:
* Match my skin PERFECTLY and have a wide range of color selections
* Be a liquid or cream product
* Not feel heavy on my skin but still provide full coverage
* Not dry too quickly so that I can take time to blend it in
* Stay put for at least 8-9 hours
* Have a semi matte or matte finish all day, protecting my skin from oiliness without any need for a pressed powder (again, this is the IDEAL foundation. lol)
* Not cause me to break out at all or cause any redness
* Come in a pump or tube packaging
* Be paraben and preservative free
* Hell, it should just be all-organic
* Be completely unscented
* Be a drugstore price
* Be easily accessible at most or all stores

Well first of all, as you may have noticed, everyone is going to have different preferences in a foundation, due to everyone's different skin types and style preference. As for me:
*Medium coverage
*Buildable but doesn't appear too cakey in layers
*Semi-matte or satin finish
*Preferably comes with a pump
*Good colour range- Even though I'm light, it's difficult for me to find a perfect match
*Blends well
*Must be breathable
That's all I can think of at the moment, but I'm satisfied (:

I suppose what it really comes down to is this:
The best foundation is the one that's great on you.
If you're looking for a foundation, the best thing to do before you hit the makeup counter is to figure out what you want. Do you want light coverage or full? Do you need it to have spf? Do you like your skin matte or dewey? Do you have oily skin or dry? Once you know what you're looking for, it's safe to hit Sephora (or ULTA or walgreens or wherever...) If possible, test the foundation for color on your jawline and on your hand for blendability, coverage and finish. You should have a pretty good idea by then if it's something you want to wear on your face!

A good foundation to me is light yet covers having buildable coverage.
Takes care of the fact the I am pretty darn fair with a yellow undertone.
Seems to diminish my large pores and doesn't clog them.
Looks like a second skin, undetectable.
Feels like I"m not wearing foundation.
Stays fresh throughout the day with minimal touchups.
Comes in a squeeze bottle or pump.
A bonus if it is good for my skin.
Right now I am head over heels for Chanel's Vitalumiere Aqua foundation! It feels as though nothing is on the skin yet has good coverage that you can build on and still is undetectable. Wears just like a second skin, LOVE, LOVE, LOVE!!!!!!!! Never cakes, I could go on and on about this must have product, makes skin luminous! Formulated for all skin types. :o) I forgot to add that I am pretty fair skinned with combo skin that leans towards oily mostly in the T-zone and sometime cheek area close to the nose and sometimes have dehydrated skin. I usually have major problems finding a perfect color match but this fits the bill! It also comes in a squeeze bottle for less chance of contamination. On many occasions I have fallen asleep with my makeup on and have never had any problems with pore clogging, one of my MAJOR concerns, that it blew mineral makeup out of the water which I have woken up to with a multitude of blackheads and/or a new pimple forming.
