If you're willing to step of the drugstore range, I would suggest the Urban Decay 24/7 eyeliner pencil in Zero. As with most pencil eyeliners, you may have to set it with a dark shadow if you're using it on the waterline, but for some, it stays put without the added shadow.

I have the same problem but I recently discovered "Loreal's Carbon Black Extra-Intense liquid pencil eyeliner". And in my local 99 cent store I found "Jordana Quickliner eyes" & "July Rose eyeliner pencil" (very surprised how how well they work) I would recommend you set you eyeliner with either an eyeshadow of the same color on top because that keeps in place or set it with gel eyeliner on top. That tend to work for me :)
