Whenever my brows are shaped too thin, I use an angle brush and fill it in with an eye shadow that is closest to my hair color just so that it gets filled in where it needs to but it doesn't look so strong and noticeably darker. If you get too much eye shadow on your brows when you do that, you can brush them out with a spoolie and it will take some of the product off and keep the right look still. It also brushes your hairs int he right direction. Hope that helps!

I personally don't think there really is but you want to make sure you at least use a face primer if your skin doesn't take to eye shadows very well.

There isn't a difference for me, but some people say brow powders are drier? I've used both and see no difference.
I love my Ecotools angled liner brush for brows! It's the best brush for the job at such an affordable price. Try it out, but remember to find an ashy shade if you have dark hair for a more natural look. Straight brown or black can be harsh for daily wear.
Good luck! =]
