Some of Maybelline's Palettes are pretty good. Chai Latte is one of their best ones for a neutral palette. They also have the Eye studio Color Explosion Palettes which are SUPER pigmented if you want bright colors. They are a little more pircey, ranging from about 8-10 bucks, but it's worth it. I own the "Amethyst Ablazed" shade & I don't regret buying it at all.
Also NYX is really decent and you usually can find good deals on them. Price varies from store to store though so just keep an eye out for the cheapest price!
Coastal Scents is pretty good for the price you pay, but it's only an online website. I order from them all the time, and always satisfied with what I get.

Inglot is excellent! If you go for the freedoms system you deffinitly get your money's worth. They have amazing pigmentation.

I second Inglot when it comes to price, number of available colors, etc. And you don't have to purchase a palette, you can simply purchase the individual pans and get a Z palette or something similar that holds more if you wanna make it super economical ;)

I can't buy Inglot where I live - i'd have to order online and I don't order makeup online in general (with the exception of cherry culture where I order NYX items i've already spied in the store). My favorites are:
Super cheap: Wet n Wild - best for the money, period. Only downside is that they are hard to get your hands on sometimes!
Cheap: revlon quads and maybelline quads - they are both pigmented and have a great color selection. Love them.
Prestige: Urban Decay and Tarte - The best of the best, IMO.

My favorite drugstore eyeshadows are wet n wild and black radiance. I use my wet n wild eyeshadows more than I use my Mac ones. Maybelline and covergirl have some good eyeshadows and so does some of the revlon ones too.

I don't think anyone has suggested it yet, but Covergirl's Eye Enhancers, whether you get them in the Singles or Trios or Quads, they are FANTASTIC! They have lots of colors in lots of different finishes, some of my favorites are Indigo Impact (which is a single), Champagne (also a single), and Drama Eyes (which is a quad). They have no fall out, and they're SO pigmented. Definitely worth it! ^-^

The best I've used to far is Ulta's water resistant eye shadow. you can get them in palates and they are GREAT for busy people who just want to quickly apply some eye shadow and get out. Best of all they are water resistant so there is practically no smudging after application. I used their Ink color yesterday and I'm prone to rubbing my eyes and I didn't even once get that dreaded raccoon look!
