How, in the name of everything holy, do you stop your eyeliner/shadow and mascara from bleeding onto the luggage under your eye aka bags? I really hope it's as easy as a primer (which I don't use)

To get you eyeliner to stop running is to put eyeshadow over it. Even if it is on your water line you want to put the same color eyeshadow over it and it will last all day and not run one little bit!

I use a little bit of eyeshadow primer first, eyeliner then set it with the eyeshadow : )

These ladies above me are right. Also, try using powder on your under eye area after foundation/concealer as well as powdering your liner. This will make a "dry to dry" surface, so they don't rub together and cause it to smudge :)

You could also change your eyeliner. I find that some eyeliners are more so made for smudging like a kohl, or there is a Maybelline retractable one that comes in a green tube with a black cap that just smudges under your eyes like no other.. raccoon eyes for sure! Try a different liner, or a waterproof one. 

After applying your foundation and concealed powder your face and your eyes using a translucent powder and small shaded brush pat the powder onto your eyelids and undernyour eye repeat up to 5 times this will keep your oiliness at bay during the day and stop liner and mascaras from bleeding. Also why not switch to waterproof gel liner in your waterline it will not move at all. Hope this helps
