Honestly the Love My Eyes pencil eyeliner (can only be purchased at Wal-Mart as far as I know), is the BEST eyeliner I've ever used, and it's only 99 cents. It's extremely pigmented, smooth, and lasts all day and doesn't transfer underneath my eye and make me look like a raccoon like other eyeliners do, I love it so much and it's so inexpensive :) I don't use gel or liquid eyeliner.
