Wet n' Wild! Their pigmentation is comparable to L'Oreal HiP but with less than 1/2 the price tag! They are great and long-wearing! I also like Maybelline but their pigmentation and wearing isn't as great as Wet n' Wild.

Wet N Wild is probably my favorite for eyeshadow. i love the singles and the 8 pans and the triples and well, all of them! the Covergirl quads n such are lovely as well :D

I don't know about the US, but in Canada at Shopper's they sell a brand called GOSH, it's fantastic, very much a high end brand but at a reasonable price.

Wet n' Wild, Nyx, and the new Rimmel Glam Eye's HD palettes(although I'm not a fan of the packaging for those) are all really nice.
