A base for eyeshadow?
Also, can you wear primer if you don't wear any make-up? Cos' I have kinda red eyelids, and you can see the veins, so could primer be used for covering that, then concealer on top?

Primer is generally used to keep your make up on longer. Whether it is face primer, eye primer, lip primer, etc.
For covering the redness of your eyelids, you can most definitely use a primer. I do because often times my concealor will crease. I love Urban Decay primer potion! I will also use MAC's paintpot in painterly, I find that it works as a primer and concealor.
For added wear time, set it with a powder (your face powder, translucent powder or an eyeshadow will work). I always set mine because I have oily skin, if you don't this might be an unnecessary step!

I agree with Court M. Just get the MAC paintpot in a color that will match your skin tone best. I think using this will be better for covering any veins, etc on your because it has a thicker consistency and sets a even canvas on your eyelids

Court M. is right- it's used to keep your make up lasting.
As for eye shadow primers, it also makes the colors a lot more vibrant, easy to blend and prevents creasing and fading. :)

Primer can improve the longevity of your make up. (IE: Shadow, foundation, etc) Especially for the complexion, silicone primers such as Smashbox's Photo Finish fills in pores and lines so that when you put on your foundation, it's super smooth ! It can also act as a barrier between your skin and makeup.

Long lasting eye makeup and depending on which type of primer you use, it can even out any discoloration you may have on your lids to prep your "canvas" before applying any color. I agree w/ the paintpot suggestion to help you even out any discoloration on your lids. Good luck!
