Eco Tools pretty much has the best brushes that I have found. I also like Sonia Kashuk brushes.

Target has its own brand called Studio Tools and their eye brushes are really nice! I have their concealer/foundation brush duo as well and it's quite nice too. Sonia Kashuk is definitely a great brand and I can't exclude E.L.F.! Their Studio Line brushes are absolutely fantastic quality and some from their $1 line aren't bad either.

those who are in canada, Quo makes exceptional brushes, i really mean it. i have all brands, smashbox, benefit, mostly mac, bare escentuals, sephora, art store.. and i still keep my faithful quo brushes handy.. several of them are actually quite unique.
other than that, i started with annabelle brushes after i realized that i needed to upgrade from the crappy little ones.. i recall them being very good and they can only have gotten better since then! they were even better than some of the higher end brushes ive had.

My favorite drugstore brushes are Eco Tools, Sonia Kashuk, Studio Tools, Essence of Beauty, E.L.F Studio Brushes, and NYX.
But, if I had to choose just one brand (what a horrid thought :P) I'd definitly go with Eco Tools. Their brushes are so well made, and I never get hair fallout from them. Plus, they are Eco Friendly!!!

Ecotools for face brushes... their eye brushes are somewhat lacking in blendability although constructed very well.
Sonia Kashuk brushes are nice beginner brushes too, but for eye brushes, I prefer Essence of Beauty for drug store prices.

Ecotools are great. ELF studio brushes and the $1 eye brushes are my most used brushes. So good quality! But my absolute favorite brush comes from the drugstore side its called the paris presents studio basics smokey eye brush. Its a dual ended crease brush, its AMAZING! The essence of beauty crease duo is also great!
