i love liner from any company but it should in liquid form,comes with bottle and brushes like maskara and that will not go with water after once dryd it well ..

I personally don't like the Urban Decay 24/7 eyeliner pencil. I feel there sorta hyped and they are alright. I also don't like buying eyeliner over $10. I like the Milani eyeliner but the pencil kind. I feel the milani comes out really pigmented although you would have to reapply. Another eyeliner that I found from my mom and I kinda grew into it is the Estee Lauder eyeliner in pencil as well. This eyeliner is very creamy and stays on for a very long time. It's pure black and I love it. It'll be the only eye liner I would spend $19 on. :)

I use Visine drops to get my brush wet and then dip it in some super concentrated pigment. I make my own cosmetics but if you have the NATURAL palette by UD, the black on there works really good too! I suppose any black makeup would work but the staying power is in the Visine :)

I think the UD 24/7s are okay for the lashline, but they suck on the waterline.

My current favourite is Prestige Total Intensity in Deepest Black. I've also read Inglot's gel eyeliners are waterline-friendly.

A tip I've read is, before applying eyeliner to the waterline, swipe it with a Q-tip/cotton bud.
