I can't,at least not myself,but you could try to type on youtube:michelle phan-vinged eyeliner. she actualy did a couple of vids with that theme,which helped me a lot.

I cannot do liquid liners, ever. But I can with a pen liner, have you tried that? I feel that it gives me more control to getting that winged look. :)
