It's not a fair comparison because:
1) different angles
2) you're hair is up with the fringe pic and down in the other
3) you're wearing a lot more eye makeup in the "no fringe" pic.
You should try to simulate the angle and heaviness of eye makeup, and take your hair down to get a true assessment. Judging from these two pics it's easy to see that you look better with your hair down, so the fringe probably also looks better with hair down.
