Even Target (US) in my area has high waisted shorts.
Watch out, though. They sell some tiny little butt shorts. Don't even know how people buy them!

You can buy high waisted jeans at like macys or jc pennys or something? they're mom jeans,and are ugly until you cut them and turn them into shorts,they're in the adult section. just make sure you get the right size for your waist or it will look stupid.
