The garnier roller ball does work and concealer is my best friend. I like the Covergirl + Olay concealer stick. Also anything cold on your eyes.

Put spoons in the freezer and hold them under your eyes for five minutes in the morning. The cold will wake you up and take away any dark circles/discoloration/ as well as puffiness. Also try using a bb cream with light deflecting proprieties in it to give you a nice dewy fresh faced glow, try using Sonia Kashuk's Raidiant tinted moisturizer with spf 15 in it too! (from target $15.99), this is such an amazing bb cream- has great coverage &finish, as well as a great scent that reminds me of summer with the hint of sunscreen! :) Also I'd suggest if you're going to use a foundation that you exfoliate your face before you apply your makeup and rinse with cold water- this will help wake up your skin & make your skin look as fresh as possible. Try using a moisturizer or makeup with caffeine in it too like these products:
benfine night cream- : http://www.birchbox.com/shop/brands/be-fine/be-fine-night-cream
Kiehls facial fuel eye de-puffer: http://www.kiehls.com/Facial-Fuel-Eye-De-Puffer/804,default,pd.html
bliss treat yourself oxygen &vitamin C energizing treatment: http://www.amazon.com/Bliss-Yourself-Energizing-Treatment-Products/dp/B0072CYKMI/ref=pd_sim_bt_2
However if you want something less expensive, ulta sells the a few garnier products, like their moisturizing cream with caffeine and the roller-ball for under eyes, although I've never used these myself they do have good reviews, you can look at them here: http://search.ulta.com/cosmetics/Caffeine%20Face%20Cream
And lastly, drinking coffee will do just as much good for your skin since it has caffeine and antioxidants in it which are amazing for your skin as well, you can use white or nude eyeliner in your bottom waterline to open up your eyes in the morning- this gives an illusion of your eyes appearing bigger & wider. Also two last things-, try making sure the first thing you drink in the morning is an 8 ounce cup of ice cold water, this will help speed up your metabolism as well as moisturize your skin & make your skin more glowy and dewy throughout the day! &the last thing is try talking to your doctor or pharmacist about getting a b-12 shot every month, or you can even find the b-12 vitamins anywhere, even walmart. The shot will boost your metabolism, energy, and help keep you more awake &focused throughout the day- not to mention, if you take these first thing in the morning not even a half hour later, it's like a jolt of energy & besides this is one of the main ingredients in energy drinks! Sorry I kept babbling so long, lol hope this helps! xoxo
