What is pot of gold creme to powder?

Hi I ordered this light creme to powder by " pot of gold" and It comes in 3 shades light, medium and dark.
I thought it was a creme bronzer but it's too pale to be a bronzer as it almost matches my skin tone and I'm as pale as it gets!
What is it actually for?
