Yeah the winter makes my lips dry too. You really have to moisturise your lips, use lip balm or chap stick. You can get rid of dry skin by rubbing a toothbrush on your lips.

Drink water, use lip scrubs, and use lipbalm, also use a lipbutter or lipbalm instead if lipstick.

I recommend using a lip scrub. You can use real sugar or you can buy one. LUSH makes a gray lip scrub. Also, moisturize your lips with lip balm as much as you can. I recommend Burt's Bees Refreshing lip balm. It's super moisturizing.

Make a lip scrub. Take about 1 tablespoon of sugar, 1 tablespoon of honey, and half a tablespoon of olive oil. Apply to your lips and rub them together. Apple lip balm afterward.

Don't lick then it will only make it worse, get a really big pot of Vaseline or petroleum jelly and put it on. It seals the moisture in and your lips will soak it up. When it has soaked up put some more on. It is only made from petroleum so won't sting/burn because there is no perfumes, chemicals etc. how this helps :)
P.s sorry for the long post!

If you don't have a lip scrub use an old toothbrush to buff the lips. Then add a thick layer of Vaseline or a lip butter overnight
