You should seal your foundation by using a finishing powder over it. when you do that, you don't need to touch up your foundation during the day. you should try Mac prep + prime translucent pressed powder. it seals your foundation, it makes your face matte and it doesn't need to be touched up, only maybe on the oily spots of your face.

Oh and the Mac prep + prime translucent pressed powder is also available in a loose powder version, just take the one you like the most :-)

Considering switching to a better lasting foundation. Or you can blot the oil with blotting sheets (E.L.F, $1) then powder.

I use my MUFE translucent powder to touch up my face and I also like to spritz MAC Fix + because it helps to freshen my face :)

I think you might need a new foundation :) If you want to splurge, I would try a MAC foundation or (my favorite) Belletto Studio airbrush :)
