BH cosmetics, you can create your own pallets for a fairly cheap price. They have a zillion different colors.

Nicka K HD eyeshadows are very bright, some almost neon and they're like $2.50 with very long wear and heavy pigmentation.

Make sure your applying an eye primer that will boost your pigment and make them even brighter.

Sorry they're all kind of on the higher brands, but those bh palettes with 88 shadows offer great neon colors as well!

Sleek makeup! its cheap and is very pigmented. if your from the US, order in bulk online and it will save you money as the products are fairly cheap anyway. but if your from the UK just pop into your local superdrug and they should sell it there. :)
