I think you should keep your blonde!! you could definitely add some darker blonde highlights but keeping it blonde will look great with a tan!!

You are so pretty. I would say: high low skirts, peplum tops, lace and sheer shirts. pastels are very lovely on blondes. try more spring looking hair styles, pony tails and braids and such.
